M Goviunda Rao

Dr. M. Govinda Rao is a Member of the Fourteenth Finance Commission, Government of India. His past positions include Director, National Institute of Public Finance and Policy (2003-2012), New Delhi, Director, Institute for Social and Economic Change, (1998-2002) Bangalore (1998-2002) and Fellow and Research School of Pacific and Asian Studies, Australian National University, Canberra, Australia (1995-1998).

Dr. Rao has had a number of advisory roles.  He was a Member of the Economic Advisory Council to the Prime Minister of India. He was a Member of Financial Sector Legislative Reforms Commission (FSLRC), Member of High Level Expert Committee on Universalising Healthcare, Member of High Level Expert Committee on Efficient Management of Public Expenditure and Member, Advisory Group of Eminent Persons to advise the Finance Minister on G-20 matters. He was also the Chairman of the Committee for the Implementation of Value Added Tax in India and the Chairman, Expert Group on Taxation of Services. He is a Member, Board of Governors in Institute of Economic Growth and Madras School of Economics.

Dr. Rao's research interests include fiscal decentralization and federalism, state and local finances, tax policy and reforms, public expenditure management. His important books include, Federal Reform Strategies (OUP; Forthcoming); Public Economics: Theory and Policy (Sage Publishers, 2011), Fiscal Management in States and Regional Equity (OUP, 2009), Sustainable Fiscal Policy for India: An International Perspective (OUP, 2006), Political Economy of Federalism in India (OUP, 2005) Poverty, Development and Fiscal Policy (OUP, 2002).

"SAARC Recognized Body" status of SANEI, renewed | SANEI Secretariat relocated in Kathmandu, Nepal | The Global Development Awards Competition is an innovative award scheme launched by GDN with the generous support from the Ministry of Finance, Government of Japan. The Awards Competition recognizes excellence in policy-oriented research, supports research capacity development of researchers in developing countries and funds innovative social development projects benefiting marginalized groups in the developing world. Since its inception in 2000, GDN has provided US$ 3.8 million in awards and travel grants to finalists and winners. The winners of the current round will be chosen by an eminent jury at GDN’s 17th Annual Global Development Conference to be held in Peru from 17-18 March, 2016; an event expected to be attended by over 200 practitioners in the field of development where finalists will present their proposals. Finalists from both award categories will be invited to present their proposals at the Conference. | SANEI is now associate member of International Economic Association |
